Agent of Record services for compliant contractor management
One agreement. Every contractor handled.
◉ Compliant contracts – Drafted to local law, structured to hold up if anyone tests them.
◉ Clean payments – Contractors paid on time, in their currency, with proper documentation, across 40+ countries.
◉ Invoicing and records. One invoice to you, a full audit trail underneath.
◉ Ongoing monitoring – A “contractor” who slowly becomes embedded is a reclassification waiting to happen. We watch for the drift, not just the start date.
◉ A named contact – For you and for the contractor. Not a portal and a prayer.
Contractor compliance, verified before anyone signs
Labour authorities look past the label on the contract and test the reality of the relationship. PamGro verifies that reality upfront, so the classification holds.
◉ Status verified, not assumed.
We check direction of work, exclusivity, and tools against local classification rules before engagement, genuinely independent, or we tell you.
◉ The liability stays where it belongs.
A verified engagement means back taxes, statutory benefits, and penalties never become your bill.
◉ One relationship, every country.
Whether it’s 3 contractors or 300 across 30 countries, PamGro holds the contract, runs the payments, and keeps the documentation that proves the classification holds.
AOR or EOR?
Same goal, two different tools. Pick wrong and you overpay or overexpose.
Not sure which fits? Send us the role. We'll tell you straight — including when AOR is the wrong answer and EOR is what you actually need.
One agreement. Every contractor handled.
Rare skills, wherever they are
Native speakers to certified domain experts, evaluated and engaged in-country. Placed across 15+ languages.
Weeks, not years
Median engagement runs under two months. Onboarded and paid on that timeline, not stretched into employment.
Coverage others skip
Contractors paid compliantly across Africa, Southeast Asia, and Latin America.
One model, any specialist
AI and data work is the proof at scale. The same model runs for consultants, creatives, and researchers too.
Four steps. Risk handled before payment one.
Send the contractor and the scope
Who, where, what work, how long. That’s all we need to get moving.
We verify status
Independent under local law, confirmed before anyone signs. If they’d likely be deemed an employee, we say so and point you to EOR.
We contract and onboard
Local-law agreement, documentation, and payment setup – fast, because short engagements can’t wait.
You direct the work
We run the relationship. Compliant payments, records kept audit-ready, classification monitored over time
AI & data companies
You need native speakers, annotators, and domain experts in dozens of countries, often for weeks at a time. We make every one of them legal and paid, fast.
Staffing & recruitment agencies
You place contractors but don’t want the compliance and payment burden across markets. Run them through us — you keep the client and the margin.
Companies engaging global contractors directly
You’ve got specialists in six countries on agreements you drafted yourself. Each is a classification question you can’t answer. We answer them.
“We asked PamGro to structure a role as EOR, and they told us it should be a contractor instead. That honesty cost them nothing, and it’s why we trust them now.”

Frequently Asked Questions
What's the difference between AOR and just paying a contractor on invoice?
An invoice doesn’t protect you. If the contractor is later deemed an employee, you owe the back taxes and benefits, not them. An Agent of Record verifies the classification holds before payment starts and stands behind it if it’s ever tested.
Does using an AOR make my contractor an employee?
No. They stay a genuine independent contractor. PamGro verifies their status, contracts them, and pays them compliantly. If a role should actually be an employee, that’s an EOR arrangement instead — and we’ll tell you which one fits
Can an AOR handle short engagements, even just a few weeks?
Yes. Short, repeating engagements are where AOR fits best. Contractors are onboarded fast and paid reliably whether the work runs one week or eighteen months.
Which countries can PamGro pay contractors in?
40+ countries across 6 continents today, including markets most platforms avoid. [CONFIRM] Each country page states exactly how PamGro delivers there — directly or through a vetted local partner.
What happens if an existing contractor turns out to be misclassified?
PamGro flags it before it becomes a liability and provides a route to fix it, usually by converting the engagement to EOR. An awkward conversation now is cheaper than an audit later.
Can a staffing or recruitment agency use AOR for its own placements?
Yes. The agency keeps the client relationship and the margin; PamGro handles classification, contracts, and payments across markets on their behalf.
